BETR's currency, promotion and withdrawal architecture shifts value from customers to BETR by making deposits, winnings or purchased value conditional, confusing or forfeitable.

One question: what can you actually withdraw?
BETR gives customers a broad, competitive gaming product with unusually light 1x wagering requirements and meaningful customer-protection tools. But the economic status of customer money changes depending on how it entered the system, which promotion touched it and which BETR product it sits inside.

The investigation confirmed an architecture in which deposits, winnings and purchased value can become conditional. It did not establish that BETR systematically refuses to pay winners, systematically confiscates balances, or deliberately deceives customers.
The mechanisms are real and documented in BETR's own terms. Each is bounded by a 1x play-through or shared with peers, none is quantified by public data, and the conduct evidence shows delay and confusion far more often than non-payment.

Why CHI investigated
BETR began with a licensed sportsbook and later expanded into Picks, Arcade, Social Sportsbook and Social Casino. That expansion created a customer economy built around multiple proprietary balance types, promotion rules and redemption conditions.
CHI tested whether those mechanisms make deposited money, winnings or purchased value materially more conditional once inside BETR, and whether that shifts the customer relationship in BETR's favor. CHI does not treat a fairly disclosed gambling loss as hostility. The question is what the customer can do with value after it enters the system.
The answer is mixed. Several mechanisms do make value conditional. But the investigation found little evidence that BETR systematically converts those powers into non-payment or confiscation.

The mechanisms look concerning at first reading but are reasonably standard for fantasy and sweepstakes gaming, adequately disclosed, and rarely converted into customer loss.

BETR runs two wallets: a Fantasy Wallet for Picks and Arcade, and a Social Wallet for the sweepstakes Social Sportsbook and Social Casino. Payment methods are linked separately in each. Money out
Not every balance is a problem. The finding is complexity and conditionality: what a customer can take out depends on where each dollar came from. The least liquid balances carry the most cash-like names, and the rules for them are spread across terms, official rules, help articles and individual promotion pages.
Finding 1 · Customer principal
BETR's base Picks terms impose no blanket play-through on ordinary deposits: customers "can request withdrawals from your Gaming Account at any time." The exception arrives when a customer accepts a qualifying deposit-match promotion. Fact
A Bonus has no impact on your ability to withdraw your own funds or winnings from selections made using your own funds.
Qualifying Deposits will be converted to Playthrough Cash and will require a 1X playthrough before allowing for withdrawal.
Both are BETR primary documents and they describe the same situation differently. A customer who reads only the contract linked at sign-up would not learn that Play-through Cash exists. Finding 2 · Prize value
For several entry types, BETR pays some or all of a win into Play-through Cash rather than withdrawable cash. Each is disclosed in BETR's help center. Fact
Race to Place is a cash product, so a customer who never accepts a promotion can still receive a conditional balance from a win.
Play-through Cash does not expire, and its own winnings are withdrawable. CHI did not establish whether competitors pay similar winnings in a locked balance, so this is not described as unique to BETR.
Why this is not a prosecution
The counter-evidence is substantial, and it carries real weight in the score.
No documented promotional or sweepstakes play-through above 1x in any BETR document reviewed.
No blanket play-through requirement is stated for ordinary deposits.
Fantasy identity checks, including SSN, happen before deposit or play. That reduces the classic pattern of taking repeated deposits and asking for basic identity only after a win.
The complaint record CHI reviewed contains friction and delay, but most withdrawal disputes it could trace end in a completed withdrawal.
The Massachusetts (2024) and Virginia (2025) sportsbook exits used published withdrawal windows and balance-return procedures.
Standard Picks payouts at 2 to 5 picks match the published PrizePicks rows, and 3- and 4-pick Flex pays more. The 6-pick Perfect row pays less (30x against 37.5x).
Announced in October 2022 and still in force as a customer-protection measure.
Cross-product deposit limits, a 30-day cooling period on increases, self-exclusion, timeouts and a reality-check reminder.

Customer value
These are findings, not caveats. They are why BETR's CVI is 73.
All documented bonus and sweepstakes turnover requirements are low, and the multiple has not risen since 2023.
Fantasy identity checks are front-loaded, before a customer can deposit or play for real money.
A meaningful harm-reduction decision announced in 2022 and retained since.
One deposit limit covers Fantasy deposits and Social purchases across the ecosystem.
Tighter limits apply immediately; increases need a 30-day cooldown. Timeouts cannot be removed or shortened, and the 15-minute reality check cannot be switched off.

BETR can deliver substantial customer value and contain meaningful structural friction at the same time. CHI measures the friction; CVI measures the value; CFS reconciles them.
The gap between value delivered and hostility measured is +21: customer-friendly on balance, with a CHI that still sits in the Concerning band.
Qualifying deposits can become Play-through Cash after certain promotions; certain winnings are paid into locked balances; sweepstakes balances need turnover before redemption; expiring credits and loss-back mechanics encourage further play.
Play-through is consistently 1x, ordinary Picks deposits carry no blanket requirement, and much of the architecture is standard for the category.
No Sweat offers, loss-back rewards, loyalty and VIP incentives, expiring credits, reward rates that favor longer-multiplier entries, and cross-product engagement mechanics.
No evidence of fabricated scarcity, fake winnings or an app-level dark pattern, and no extreme rollover multiple.

CHI taxonomy
Each pattern is adjudicated independently. BETR is not forced into a pattern the evidence does not support.
No clearly established entitlement was removed and then separately monetized. Free play persists through Gold Coins and free picks.
BETR's architecture can increase wagering volume, breakage and customer yield, but BETR publishes no yield, redemption or breakage data that would establish increasing extraction quantitatively.
BETR materially deprioritized its legacy state-licensed sportsbook while shifting product development toward Picks, Arcade and Social products. The sportsbook exits themselves were handled protectively.
The investigation did not establish regulatory or compliance costs being passed directly through to customers. BETR exited or avoided costly licensed markets rather than repricing.
Final verdict
BETR is not hostile because customers can lose money gambling. That is the product.
The CHI concern is what happens to customer value after it enters the system. Depending on its source, apparent account value may be ordinary cash, Play-through Cash, Betr Bucks, Betr Cash, Bonus, Gold Coins or promotional value, each with different withdrawal, redemption, expiration or play requirements.
BETR's unusually light 1x wagering requirements, competitive pricing and meaningful customer-protection tools prevent that architecture from supporting a stronger hostility finding.
But the complexity is real.
So are the documentary contradictions.
And so is the asymmetry between how easily value can enter BETR and the conditions that determine how it can leave.
In one sentence: BETR provides substantial product value, but it has built an unusually complex system in which money, winnings and promotional value can occupy several different economic states before they become withdrawable. CHI found the architecture. It did not find sufficient evidence that BETR systematically abuses it.

Sources and methodology
CHI read BETR's four governing documents and its help center as primary evidence, tested the hostile thesis against a null hypothesis category by category, and compared terms with retrieved competitor documents. Customer complaints were used only as a signal to direct research, never as proof, and no complaint count is presented as a rate. Scores use CHI and CVI Methodology v2.0. All BETR documents were retrieved on 9 October 2026; BETR's pages change often, and quotations reflect that date.
