CHI Company Comparison · Gambling · DraftKings · FanDuel · BETR
The price of gambling isn't just the odds.
DraftKings, FanDuel and BETR show three different ways gambling platforms can shift value, risk and control between the operator and the customer.
PUBLICComparison built 9 October 2026No company rescoredNo winner declared
The incumbents mainly price the bet. BETR also builds an architecture around the balance. That difference is real and documented in BETR's own terms. It does not make BETR clearly more hostile. Its play-through requirement is 1x everywhere, its base pricing is competitive and several of its customer protections are stronger on paper than either incumbent's. The evidence does not support ranking any of the three as clearly the most customer-hostile.
The question
How does each business shift the relationship in its favor?
This page does not ask which gambling company is worst, and it does not line up three scorecards. Losing a fairly priced bet is the product, not a CHI event. House edge is not hostility.
CHI asks a narrower question: at each point in the customer relationship, where does each company move value, risk or control toward itself, and how visible is that to the customer? All three companies were investigated separately. This comparison is a layer above those investigations. It adds no new research, uses each company's final published conclusion, and states where the sources leave a question open.

Layer 3The economic state of customer value
What the money in the account actually is.

DraftKings · limitedFanDuel · limitedBETR · central
All three companies operate in all three layers. DraftKings and FanDuel also issue bonus bets that expire and do not return their stake. The question is whether BETR makes Layer 3 substantially more central and more complex. The evidence says it does.
Signature finding
What happens to $100?
At the incumbents, a deposit stays cash until it is wagered, and a winning cash bet settles back to cash. At BETR, the same $100 can follow several different paths depending on which wallet it enters and which promotion touches it.

The BETR column shows possible pathways, not a route every dollar takes. A customer who deposits cash in the Fantasy Wallet, accepts no promotion and enters ordinary contests keeps a cash balance throughout. DraftKings' historical deposit match (20% up to $1,000 at 25x, reported c. 2019–2020) locked the match credit behind play-through; no CHI source shows either incumbent converting the customer's own deposit into a restricted balance. One unadjudicated lawsuit alleges a 2023 DraftKings offer required play-through on deposit and bonus.
DraftKings and FanDuelThe incumbents primarily price the bet.
BETRBETR also architects the balance.

Identity checks, geolocation and self-exclusion lists are legal requirements for the licensed sportsbooks. CHI does not count them against any company. Labels below separate State law from Company policy.
DraftKings
- Cards (including credit, where lawful), PayPal, online banking and Venmo; varies by state.Company policy
- Massachusetts found in a contested 2025 decision that DraftKings accepted credit-card-funded wagers the state prohibits.State law
- Identity verification at sign-up, including full SSN.State law
- No CHI source shows a promotion converting the customer's own deposit into a restricted balance.
FanDuel
- No deposit fees. Credit cards excluded from all U.S. sportsbook deposits, beyond what states require.Company policy
- Identity verification at sign-up.State law
- A published Refund control returns unused deposits to the original payment method, with no play-through condition stated.Company policy
- A 2022 lawsuit alleging un-wagered deposits were refused remains an allegation; its status is unknown.
BETR
- Fantasy Wallet: debit, bank transfer, PayPal, Venmo; $10 minimum. Social Wallet: debit and bank transfer only; purchases are final.
- No credit cards since October 2022.Company policy
- Fantasy identity checks, including SSN, before any deposit or play. Better than PrizePicks; equivalent to the licensed sportsbooks.
- Accepting a qualifying deposit match converts the matched portion of the deposit into Play-through Cash. BETR's own Terms s.15.C say a bonus has no impact on withdrawing your own funds.
- Prepaid cards may be accepted for deposit but are never eligible for withdrawal.
What it showsFanDuel gives the clearest position when money enters: one wallet, no credit cards, no fees, and a published way to take unused money back. BETR matches FanDuel on credit cards and applies identity checks before deposit. Its weakness at this stage is disclosure: the contract a customer sees at sign-up says the opposite of what the deposit-match terms do to the customer's own deposit.

What the money becomes
This is where the three companies differ most.

2FanDuel value states: cash and bonus bets. Rewards points carry no stated cash value. One wallet.

The answerYes. BETR's balance complexity is materially different. The incumbents put promotional value into conditional states; so does BETR, and that part is ordinary. What is different is the combination: two wallets, more than twice as many balance types, rules that reach the customer's own deposit and some prize money, cash-like names on the least liquid balances, and a sweepstakes layer where the item bought has no cash value at all. The magnitude is bounded. Every condition CHI found is 1x, and Play-through Cash never expires. The cost is mainly legibility, not price.
03
The price of the bet
A sportsbook price and a pick'em multiplier are not the same instrument. To compare them, CHI converts both to the probability each leg must win for the customer to break even. These are theoretical prices for a coin-flip leg, not any company's realized margin.
| Instrument | Break-even per leg | Source |
| Sportsbook leg at −110 (straight or parlay leg) | 52.38% | Standard American-odds arithmetic |
| Sportsbook leg at −120 | 54.55% | Standard American-odds arithmetic |
| BETR 5-pick Perfect (20x) | 54.93% | BETR Group Play FAQ; identical to PrizePicks |
| BETR 6-pick Perfect (30x) | 56.73% | BETR Group Play FAQ; PrizePicks 37.5x = 54.66% |
| BETR 3-pick Perfect (5x) | 58.48% | BETR Group Play FAQ; identical to PrizePicks |
| BETR 2-pick Flex (2x / 0.5x) | 61.80% | BETR Flex vs Perfect help article |
Bars scale from 50% (no house edge) to 61.8%, the most expensive BETR row. Real sportsbook prop and same-game-parlay legs usually carry more vig than −110, so the −120 row is the fairer sportsbook comparison for pick'em-style props.
DraftKings
- Mainline pricing around the market; measured NFL Week 1 2026 vig of 4.51% against a best book of 4.44%.
- Realized gross hold ~10–12% in the states checked (Michigan FY2025: 11.66%).
- Illinois per-bet fee from Sep 2025, rising to 50¢, with reported exemptions for larger bets, bonus-bet stakes and higher loyalty tiers. Never waived.Company policy
- Announced a 2024 surcharge on winnings, withdrawn before it charged anyone.
FanDuel
- Lowest-margin book on the strongest third-party dataset (Q2 2024); later comparisons mixed.
- Higher realized gross hold in most states checked (Michigan FY2025: 14.89%), explained by a far more parlay-heavy book: 64% of Illinois handle against DraftKings' 37% (Barclays data, c. 2023–24).
- Flat $0.50 Illinois fee on every bet, described as in force on its 5 Oct 2026 help page; falls hardest on small stakes.Company policy
- Refused the 2024 winnings surcharge.
BETR
- Standard Picks tables published. Identical to PrizePicks at 2–5 picks, better on 3- and 4-pick Flex, worse at 6-pick Perfect.
- Across BETR's own menu the per-pick break-even runs from 54.1% to 61.8%, and nothing in the multiplier display signals which rows are expensive.
- Six special pick types change the multiplier with no published effect. Industry-standard opacity.
- Publishes full Mystery Multiplier odds. No casino RTP list; Social Sportsbook hold not established.
- No per-bet tax fee. SP004 not supported.
What it showsNone of the three is shown to hide its base price. The incumbents' prices are the most comparable, because every U.S. book quotes American odds; their extraction shows up in product mix and explicit fees. BETR's tables are public and competitive within pick'em, but pick'em is a more expensive category per leg, and the customer gets no signal of which rows cost more. CHI treats that as category pricing, not BETR hostility.
04
How each company encourages more play
Encouraging wagering is what a gambling business does. CHI looks at conditionality, expiry, economic effect and how much control the customer keeps.
DraftKings
- Welcome offer moved from $200 instant (2023–25) to a $150 drip: six $25 bonus bets over 14 days, each on its own 7-day clock, with a −500 odds floor.
- Described lower promotional reinvestment to existing customers as a margin lever. SP002 supported.
- Crown Cash: one Crown per $1 on parlays, one per $2 on straights. Base-tier earning removed; 12-month expiry added.
- Invitation-only VIP hosts. Lawsuits are allegation-stage; no adverse finding.
FanDuel
- 2026 welcome offer: $250 in bonus bets for betting $5 a day for five days. Outcome-free, engagement-conditional.
- Promotional spend as a share of handle rose 2024–26, the opposite direction to DraftKings.
- Home-screen Popular Parlays and a Live SGP tab; Flutter describes parlays as extracting more value per player.
- Rewards Club: 1 to 6 points per $1, scaled up with longer odds, cash wagers only.
- Invitation-only VIP hosts. Allegation-stage litigation; no adverse finding.
BETR
- Welcome offer: four No Sweat tokens. A losing entry is refunded in 30-day Betr Bucks; a winning entry still consumes the token.
- VIP: 10% of losses back in Betr Bucks or 5% in Betr Cash. Auto-qualification counts only 50x-plus entries.
- Season Pass reward rises from about 0.7% of handle on short entries to 7.5% on 1000x entries, about 10 times more per dollar.
- Cross-product: Picks milestones pay casino spins; deposit-match play-through can be completed in Arcade.
- Deposit-match conversion and Play-through Cash winnings mechanically raise entries per dollar deposited.
What it showsAll three loyalty schemes pay more for riskier play. DraftKings doubles the rate on parlays, FanDuel scales up to sixfold by odds, and BETR's documented slope is the steepest. The tested hypothesis holds in a narrow form: the incumbents steer through the attractiveness of bets and rewards, and BETR does that and also places some value, including the customer's own deposit after a match, in states that must be played before they become liquid. The incumbents do the second thing only with promotional and loyalty credit.
05
What happens when the customer wins
Two different things happen to winners, and CHI keeps them apart. Winner limiting is a sportsbook cutting what a successful customer may bet in future. Balance liquidity is whether a win arrives as money the customer can take out.
DraftKings
- Liquidity: cash wins settle to cash.
- Limiting established. Massachusetts rules since 26 Aug 2025 let DraftKings lower maximum payouts "in its sole and absolute discretion, with or without notice, for any reason or no reason."
- Settlements made in error can be reversed with no time limit; correlated parlays are voided, with commission approval in Massachusetts.
- After its own trader error on the Lukes parlays ($934,147.83 liability), DraftKings asked regulators to void legs, which would have cut the payout to $95,742.53. Massachusetts refused 5–0; New Jersey also refused.
FanDuel
- Liquidity: cash wins settle to cash.
- Limiting established. Massachusetts rules reserve the right to set a lower or higher maximum bet per customer; FanDuel described reviewing customers by markets, wager types and outcomes.
- Erroneous settlements reversible with no time limit; correlated parlays may settle as singles rather than void.
- Paid in every documented settlement dispute reviewed, including a +911,600 home-run parlay.
BETR
- Liquidity: most cash-entry wins settle to cash. Free-pick profit, revived entries and Race to Place winnings arrive as Play-through Cash (1x, no expiry).
- Limiting not established. The terms reserve discretion to change limits without notice and to withhold winnings for conduct "we deem" improper. CHI found no public evidence of a systematic limiting practice, and no regulator data exists to test it.
- Posted prize binds at entry, subject to standard error and void-down rules.
What it showsThe incumbents' winner pressure is about future access: documented, discretionary limiting of successful bettors, and in DraftKings' case a regulator-blocked attempt to shrink a win caused by its own error. BETR's is about the form of the win: some prize money arrives locked for one more round. These are different harms. Neither should be read as the other.
06
Money out
CHI separates the published architecture of a withdrawal from evidence that customers were actually harmed. Complaints are treated as signals, never as rates.
DraftKings
- Among the fastest measured payouts on its best rails.
- Published times start only after a "processed and sent" email; the review period before it is not published. Checks under $100 can take 14 business days.
- Closed-loop rule for PayPal, standard anti-money-laundering practice.
- A reported Michigan penalty for not honoring a withdrawal; CHI could not read the order.
FanDuel
- Review window published: most within 24 hours, first withdrawal up to 48.
- Debit, PayPal and Venmo within 24 hours; three exit routes that need no prior deposit by that method.
- Pending withdrawals can be cancelled. No deposit or withdrawal fees.
- A historical $2.99 monthly fee after 24 months inactive; whether it reaches sportsbook balances is unresolved.
BETR
- $10 minimum. Up to 72 hours for approval, then payment-rail time; Social redemptions up to 10 calendar days.
- Each withdrawal must first go back toward funding methods already used. Prepaid cards are accepted in, never out.
- Payment-ownership and conduct reviews can happen at payout. "A hold is not a forfeiture"; manual checks typically 2–3 business days.
- Social: on BETR's documents, a no-purchase player must buy a bundle to link a redemption method. Peers were not checked.
- Complaint record shows delay and confusion far more than non-payment; most traced disputes ended paid.
What it showsOn the published record the incumbents move money out with less friction, and FanDuel discloses the most. BETR's controls are back-loaded to the moment a customer has won, which reliably produces disputes. CHI confirmed that architecture. It did not establish that BETR systematically uses it to avoid paying winners. DraftKings' Michigan matter remains unread at the order level.
07
Recourse: who has the final say?
The precise question is not "regulated or unregulated." It is whether the type of product changes who decides when the customer disputes the operator. It does.
DraftKings
- State gaming regulators with patron-dispute routes; house rules filed with the regulator.State law
- Massachusetts requires commission approval to void bets. That rule, not DraftKings' process, protected the Lukes customer.
- Massachusetts has required reasoned notice of betting limits since June 2026.
- Arbitration with class waiver; terms not read verbatim. Its DFS terms cap liability at $100.
FanDuel
- State gaming regulators; written internal dispute step and New Jersey route disclosed in house rules.State law
- Same Massachusetts void-approval and limit-notice protections.
- JAMS arbitration, $250 initiation, class and jury waiver, 30-day opt-out (Terms revised Mar 2026).
BETR
- Fantasy: state fantasy rules where they exist; Indiana licensed BETR as a paid-fantasy operator in March 2026. Terms commit to notice and investigation of a refused withdrawal.
- Sweepstakes: no gaming regulator. Sponsor decisions are "final and binding"; recourse is arbitration, small claims or a state attorney general.
- Notice of Dispute, 60 days, then JAMS or small claims; $250 fee cap; opt-out. Liability cap $5,000, better than DraftKings' $100 DFS cap.
The answerFor a licensed sportsbook dispute, a regulator can overrule the operator, and in the Lukes case two did. For BETR's sweepstakes products, the operator's decision stands unless the customer brings an arbitration or a court case. Fantasy sits between the two, and its protection depends on the state. Regulation is not a guarantee: house rules filed with the Massachusetts regulator still give both incumbents broad discretion, and both have repeat responsibility failures inside regulated systems.
08
Responsible-gambling controls
These controls matter to CHI because they decide how much control the customer keeps. Matched categories only.
| Control | DraftKings | FanDuel | BETR |
| Raising a limit | Decreases immediate; increases only after the period ends and the customer re-confirms | 72-hour cooling-off on daily limits, above the common minimum | 30-day cooldown on increases; one limit covers fantasy deposits and social purchases |
| Breaks and prompts | Deposit, wager, loss and time limits; break prompts | My Spend (millions of users); Real-Time Check-In | Timeouts cannot be removed or shortened; 15-minute reality check cannot be switched off |
| Credit cards | Accepted where lawful | Excluded by policy | Banned since 2022 |
| Documented failures | Repeat New Jersey self-exclusion and marketing orders; Michigan 2025 (play over self-set limits) | Iowa lifetime self-exclusion defect: $125,000 across five counts (2025); regulator told 64 days after the fix; earlier Iowa sanctions | None found. BETR is smaller and far less regulator-supervised, so absence of findings is weak evidence |
| Direction | Tools added (2025); EGR safer-gambling award (2024) | Published adoption targets through Flutter | Two 2022–23 pledges loosened: minimum age 21+ to 18+ where legal; under-25 default limit $2,500 to $5,000 a month |
What it showsOn paper BETR's protective friction is the strongest of the three and it deserves full credit for it. The incumbents have the measured adoption and the regulator-tested record, including real failures. A clean record at a smaller, lightly supervised operator and a mixed record at two heavily supervised ones are not the same evidence. CHI does not turn that difference in evidence into a difference in conduct.

How to read itBETR's numbers cannot be ranked against DraftKings and FanDuel because those two companies have no numbers. What can be compared is where each investigation landed: all three sit in the middle of their scales, the incumbents at the lower edge of "partially supports" and BETR at "mixed." They reached the middle for different reasons. This is the CHI principle in practice: different mechanisms can produce similar results, and similar results do not mean similar customer relationships.
Customer value
What each model gets right
CHI measures value separately from hostility. These are the reasons a customer could rationally choose each product.
DraftKings
Breadth, speed, satisfaction
Fast access to money. Independent testing named it the fastest-paying sportsbook reviewed; PayPal withdrawals arrived in under an hour.
Market-level prices on the bets most customers place, and first place in the 2025 American Customer Satisfaction Index sportsbook ranking.
Limit design that resists impulse: increases wait for the period to end and a second confirmation.
FanDuel
Price, reachable money, disputes
The tightest mainline price on the strongest third-party dataset found, and a policy-level credit-card exclusion.
Money the customer can reach: a published review window, unused-deposit refunds and cancellable pending withdrawals.
Paid when it could have argued. In every documented settlement dispute reviewed, FanDuel paid rather than voided.
BETR
Light conditions, protective friction
1x everywhere. No promotional or sweepstakes requirement above 1x in any document, unchanged since 2023.
Front-loaded checks and a credit-card ban. Identity is verified before money goes in, the reverse of the take-deposits-then-verify pattern.
Controls that hold: 30-day cooldowns, non-removable timeouts, a reality check that cannot be switched off, and published randomized odds.
Findings
The five most important comparative findings
BETR's balance architecture is materially different, and that is the defining difference in the set.
Two wallets and seven-plus value states against one wallet and two or three at each incumbent. Only BETR's rules reach the customer's own deposit and some prize money.
The conditions inside that architecture are light.
Every requirement is 1x, and Play-through Cash never expires. By comparison, the incumbents' bonus bets never return their stake and lapse after seven days.
Winner pressure takes different forms.
DraftKings and FanDuel both limit successful bettors at their discretion, and DraftKings tried to void legs of a win caused by its own error. BETR's pressure is on the form of certain wins, not on documented limiting.
Product type decides who has the final word.
Sportsbook customers have a gaming regulator that can overrule the operator, and did. BETR's sweepstakes customers have arbitration, courts or an attorney general. Fantasy depends on the state.
Explicit extraction sits with the incumbents; structural extraction sits with BETR.
Both incumbents pass Illinois' per-wager tax to customers. FanDuel runs a parlay-heavy margin strategy; DraftKings cut generosity to existing customers. No tax pass-through was found at BETR. Its extraction potential lies in breakage, guaranteed play-through and naming, none of which BETR's public data lets anyone measure.
Conclusion
What comparing these three teaches about online gambling
Traditional sportsbook extraction is legible. Newer hybrid models can move part of it into the balance itself.
At DraftKings and FanDuel the customer can see the wager, the odds and the cash that results. Their extraction is real: discretionary limits, broad settlement rights and explicit tax pass-through at both, a parlay-heavy margin strategy at FanDuel and reduced generosity to existing customers at DraftKings. Most of it is visible to a customer who looks.
BETR competes on similar gambling economics and puts more of the relationship into proprietary balance states. The question a customer needs to answer is no longer only what the bet costs, but what kind of money is in the account and what has to happen before it can leave.
Does that make BETR less fair? Not on the evidence. BETR's complexity carries a real cost in legibility, which CHI scored in its Trust & Transparency and Customer Restriction dimensions, and its binding documents contradict its help center on points that matter. But the conditions are 1x, the base price is competitive, the protections are strong, and CHI found no evidence that BETR systematically turns its back-loaded controls into non-payment.
The incumbents' extraction, by contrast, is more explicit and better documented, much of it at regulator or court level. Neither difference is large or certain enough to rank one model as clearly more hostile. The incumbents are not ranked against each other either: their own controlled comparison found no basis for it.
The traditional sportsbook tells the customer what the bet costs. BETR shows how a gambling platform can make the relationship more complicated without making the wager more expensive.
That does not automatically make BETR more hostile. It does mean understanding the price of gambling now takes a second question. Not only "What are the odds?" but "What exactly is the money in my account?"
Limits of this comparison
What remains open, and what was left out
- DraftKings and FanDuel have no numerical CHI, CVI or CFS scores, so no score ranking is possible.
- BETR's app was not inspected. Wallet labels, the redemption minimum in the app and the stake treatment of Betr Bucks entries are unconfirmed. CHI does not state that Betr Bucks entries pay one multiplier lower.
- BETR's binding Social terms and its help center conflict on whether Betr Cash can expire after 60 days without play. Whether the clause is enforced is unknown.
- Whether DraftKings' or FanDuel's promotions ever restrict the customer's own deposit is not documented in CHI's sources beyond one unadjudicated allegation each.
- DraftKings' Michigan withdrawal order, its Illinois fee page and several investor documents were not read. FanDuel's $2.99 inactivity fee scope and VIP host pay remain unresolved.
- No operator-level limiting data exists for any of the three. BETR publishes no breakage, redemption or yield data.
- Deliberately excluded: individual BETR complaints and the joint-account dispute; any claim that BETR confiscates winnings as a practice; BETR's current sportsbook status; any Social Sportsbook hold or casino RTP; DraftKings' "<1% of players limited" figure; FanDuel's "52.1%" My Spend adoption figure; and any complaint count presented as a rate.
- Not compared: DraftKings Pick6 against Betr Picks, and micro-betting pricing. Neither was researched on a matched basis.

How CHI built this comparison
This page synthesizes CHI's completed research: the DraftKings and FanDuel master dossiers and their independent verification memos, CHI's DraftKings–FanDuel controlled comparison and its matched-category method (all closed 6 October 2026), and the BETR dossier (closed 9 October 2026). Each company's final conclusion is taken from its published page. Rows compare the same question across companies; where the evidence for one company is of a different kind from another's, the difference is stated as a difference in evidence, not in conduct. Settlements are not admissions, allegations are not findings, and complaints were used only to direct research.
