You buy the Robux. Roblox keeps the control.

Roblox’s customer-hostility problem is not what Robux cost. It is what happens after real money becomes Robux: customers receive revocable, non-exportable digital access inside an economy Roblox controls. Robux cannot ordinarily be turned back into money, what a customer accumulates depends on continued account access, and Roblox’s Terms let it revoke Robux and acquired content. Prices, and a growing number of economic functions, run through a virtual currency and, since 2026, a subscription.1,2,5

The prices are not the finding. Roblox’s US Robux packages have been nominally stable for years, and buyers on the web get more Robux per dollar than before. The finding is about what the customer holds once the money has been spent.7,8

01 · Real money becomes revocable access

A purchase of Robux is a licence Roblox can take back.

Roblox’s Terms say that buying Robux gives the customer a “limited, non-transferable, revocable license” to use them, and that Robux have “no equivalent value in real currency.” Ordinary users cannot redeem them for money.1

Roblox Terms of Use
If the account ends“Invalid”“if you delete your Account or your Account is terminated for any reason, all Robux in your Account will become invalid”2
RevocationNo refundRoblox may revoke Robux “at any time without notice, refund or compensation at our sole discretion”2
Removed contentNot requiredRoblox “is not required to refund any Robux” spent on removed content, “except where legally required”1
This is not new in 2026.

Archived versions of the Terms show materially the same powers since at least June 2017, when Roblox claimed “the absolute right to manage, modify, suspend, revoke, and terminate your license to use Robux without notice, refund, compensation, or liability to you.” The Terms taking effect on 1 November 2026 restate the regime more explicitly. They also add protections: notice of reasons for enforcement, advance written notice before a termination without cause, and a statement that users may appeal decisions in court.2,4

Europe gets a different text. Roblox’s separate EEA, UK and Swiss Terms allow revocation “where reasonable and proportionate”, on “sufficient evidence”, with reasonable advance notice, and omit the ground that “the Robux offering is suspended or discontinued.” Roblox writes narrower terms where the law requires them.3

02 · A closed economy

Money goes in. For an ordinary customer, it does not come back out.

Every route out of the Robux economy that CHI tested either returns Robux rather than money, is reserved for creators, or is prohibited under Roblox’s rules. Once a customer has converted money into Robux, the decision is, for practical purposes, irreversible.

  1. 1 · PayCash

Card, app store, console store or gift card.

  2. 2 · ConvertRobux

A revocable licence with no stated cash value.

  3. 3 · SpendItems, passes, subscriptions

Licensed virtual content, usable only on Roblox.

  4. 4 · ExitNo consumer cash-out

No sanctioned route back to money for the customer.

What an ordinary customer cannot turn back into cash through Roblox

  • Purchased Robux, and Robux from a subscription stipend5
  • Robux from gift cards, which “may not be redeemed for cash” except where law requires5
  • Robux received in a transfer or from trading or reselling items the customer did not create5
  • Avatar items, passes and other purchased content: no export, no cash resaleLimited items can be resold or traded, for Robux only, by Plus or legacy Premium subscribers20

The one cash exit: Developer Exchange, for creators

  • Pays out only qualifying Earned Robux, from things a creator made and sold5
  • Excludes direct purchases, stipends, gift cards, transfers and trading5
  • $0.0038 per Earned Robux at the standard rate, against an average Robux selling price of about $0.015,30
  • “Roblox will decide in its sole discretion whether to offer you a Cash Out”5

Creators can cash out; customers cannot. A customer’s purchased dollar re-enters the cash economy only when spent with a creator, who recovers about 27 cents of it (section 10). Selling accounts or Robux off-platform is prohibited.31

03 · The same dollar, different Robux

How many Robux a dollar buys depends on where it is spent.

Since 26 November 2024, Roblox has given buyers on its website, desktop app and gift cards up to 25% more Robux than buyers in app stores and on consoles. Roblox calls this differential Robux pricing, linked to channels with lower transaction fees. The amounts below come from Roblox’s own purchase-page data.7,8,30

“We have modified our ‘Buy Robux’ user experience to steer more traffic to lower-cost channels.”

Roblox shareholder letter for the fourth quarter of 2025, 5 February 2026. Its annual report adds that it has seen “some shift of our sales towards distribution channels with lower transaction processing fees, such as desktop and prepaid cards.”9,30

This cuts both ways. Informed buyers get more for their money, and the difference reflects real differences in what app stores charge Roblox. The CHI point is narrower: the value of a dollar depends on the channel. Roblox documents the difference on its web materials; no documentation or screenshot of an equivalent in-app disclosure was found in this investigation, which did not test a purchase inside an app.

04 · Prices in Robux

Customers spend Robux, not dollars.

Roblox prices most virtual purchases in Robux rather than simultaneously displaying an ordinary-currency equivalent. No cash-equivalent display was found in the flows reviewed. Roblox’s purchase prompts for creators are set in Robux, and its help pages describe item prices in Robux.6,29

What this does not claim. It is not a finding that Roblox hides prices, and it was not tested on every device or region. Some products, including certain paid-access experiences and subscriptions, are priced directly in ordinary currency, and parents’ spending alerts are set in dollars.15,37

05 · Per-user price testing

Two players can see two prices for the same item.

Roblox’s Price Optimization and Managed Pricing tools run tests in which different groups of players see different prices for a creator’s passes and developer products. Tests last about three weeks, run automatically at least every 90 days, and can end in a recommended price increase as well as a decrease. New experiences and items are enrolled by default.10,11

06 · Refunds

Refund rights are fragmented across Roblox, platform stores, jurisdictions and product types.

Roblox’s stated default is that a Robux purchase is final: “At this time, there is not a way to get Robux back once you have made a purchase. This includes accidental purchases.” In-experience purchases are generally not refunded either. That is the rule; it is not the whole picture.13

The default

  • Robux purchases are final, including accidental ones13
  • In-experience items: “in general, we are not able to offer a refund”13
  • Purchases through Apple, Microsoft, PlayStation, Amazon, Meta or Samsung “cannot be refunded by Roblox”; each store applies its own rules14
  • Subscriptions are non-refundable under Roblox’s Subscription Terms38

The exceptions

  • Unauthorized charges on card, PayPal or Google Play, under what Roblox calls a “permissive refund policy”14
  • Robux credited back for avatar items Roblox removes by moderationCommitted under a class-action settlement, below16,18
  • A 48-hour refund request on paid-access experiences priced in ordinary currency15
  • Statutory rights in some jurisdictions, including Korea and the EEA3
  • Customer Support refunds, confirmed by Roblox’s September 2026 developer notice for refunded passes and products17
“Once a charge has been disputed, a refund cannot be issued.”

Roblox asks customers to “contact Customer Support before disputing any charges.” Its help page says unauthorized charges “may result in the permanent closure” of associated accounts, and that accounts associated with unauthorized charges “are subject to deletion.” That language is discretionary, and it is tied to the unauthorized charge, not to the act of disputing. This page does not claim that a chargeback automatically deletes an account.14

07 · Value lives in the account

What a customer has bought exists only as long as the account does.

Roblox’s Terms say that “Account suspension or termination may also involve the suspension or termination of access to any content you have acquired on the Services, including without limitation Robux, Experience access, In-Experience Items, and Virtual Items.” Roblox may also remove content “without advance notice”, without a refund except where legally required.1

08 · Premium’s one-way exit

Legacy Premium members can stay. If they leave, they cannot come back.

Roblox closed Premium to new subscribers on 30 April 2026, when it launched Roblox Plus. Existing members may keep Premium, but “should they cancel, the option to resubscribe will no longer be available.” A renewal that still fails after the retry period also ends the subscription for good.23

A $4.99 subscription now sits in front of the economy’s exits and side doors.

In Plus’s favour. “Roblox does not take a fee” on Robux transfers between users. Plus discounts of 10%, rising to 20% after three months, are “provided by Roblox” and do not reduce what creators earn. A 30% fee still applies to Robux included in trades.20,25,36

10 · Creators

Classic-clothing creators lost more than half their share. The split stayed.

On 14 July 2026 Roblox put classic 2D clothing on the same revenue split as 3D items. The creator’s share fell from 70% to 30% on Marketplace sales and from 60% to 30% on sales inside experiences.28

Roblox softened the cost of entry after the backlash. It kept the new split.

Roblox announced a 200-Robux upload fee and a 600-Robux publishing advance on 7 July 2026, then withdrew both on 13 July, before they took effect. The upload fee became 80 Robux, up from 10 in March and from nothing before that; the advance stayed at 10 Robux. The revenue split did not change. The March and July announcement threads drew more than 26,000 and 18,000 likes across their replies.27,28

An illustrative waterfall, not Roblox’s margin. Roblox itself describes creators’ effective earnings as rising “to 37.8% from 26.6%” for age-checked US adult spend. The remainder is not Roblox’s profit: it also pays app-store fees of up to 30%, processing and hosting. On Marketplace avatar items the creator’s share starts at 30% at the price floor and rises for higher-priced items.29,30,32

12 · Counterweights

Why the conclusion is Supports, not Strongly Supports.

The strongest evidence against a hostile reading, with full credit to Roblox.

Creators

Payouts have risen

  • Developer exchange fees rose from $922.8 million in 2024 to $1,503.1 million in 2025, from 26% to 31% of revenue.30
  • The standard DevEx rate rose to $0.0038 on 5 September 2025, the first increase since 2017.5
  • A higher rate for qualifying US adult spend began 8 June 2026.32
Prices

Mechanisms that lower what customers pay

  • Regional pricing only lowers a creator’s default price.12
  • Plus discounts and targeted Offers are funded by Roblox, not creators.36,39
  • Web and gift-card buyers get up to 25% more Robux.7
Protections

Refunds, appeals and parental tools

  • Robux credits for moderated avatar items, committed into 2027.18
  • Appeals reverse a meaningful number of moderation decisions.22
  • Free parental controls; high-spend alerts are on by default for linked parents.37
  • The November 2026 Terms add notice and appeal protections.2

Parental spending limits. Roblox provides meaningful parental controls, but the strongest spending controls require parent setup rather than operating as universal defaults: the monthly spending limit’s default is “No limit”, it applies to under-13 accounts in most regions, and it does not cover gift-card redemptions.37

Where the CHI findings meet the business

  • Payment-channel mix. Steering to the web lowers app-store fees and is visible in the falling Apple share.9,33
  • Subscriptions. Plus now gates trading, transfers and publishing; the cross-game sales ban “negatively impacted” monetization.33

Disclosed risks

  • Safety and engagement. Roblox says its safety changes “have impacted and may continue to impact” engagement, revenue and bookings.33
  • Parental-consent laws. State laws on minors’ purchases “may have an adverse impact on our revenue and bookings.”30

About the $6.9 billion. Deferred revenue reflects customer spending that Roblox recognizes over the estimated life of a paying user. It is an accounting balance, not cash held for users and not a refundable balance.33

Final CHI assessment · Supports

The money goes in. The value stays inside.

Roblox does not primarily disadvantage customers by raising headline prices. The stronger CHI case is structural. Once money becomes Robux, an ordinary customer has effectively entered a closed economy: the currency cannot normally be converted back to cash, purchased digital value depends on continued account access, pricing is abstracted through Robux, and Roblox retains broad contractual control over both accounts and virtual content.

The case is strengthened by fragmented refund pathways, per-user price testing, channel-dependent Robux economics, and the growing role of a subscription in trading, transfers and publishing.

The evidence does not justify Strongly Supports. Creator payouts have improved materially, regional pricing only lowers prices, Roblox funds Plus discounts, moderated-item credits exist, and no court or regulator has adjudicated Roblox’s own monetization mechanics as deceptive or unlawful. No numerical CHI, CVI or CFS score has been assigned.
