Epic fixed the checkout. It never opened the exit.

Fortnite’s historical problem was how money went in. Its current problem is what money becomes once it is inside. After FTC enforcement, Epic rebuilt its purchase flow: hold-to-purchase, an explicit choice to save a card, a 24-hour undo and self-service returns. It kept a closed system in which real money becomes a licensed currency that cannot be turned back into cash, whose refunds come back as more of the same currency, and which is lost with the account. Between December 2024 and June 2026 Epic also reduced what the same money buys, without raising a sticker price.

01 · The current mechanism

Value enters easily. It exits poorly.

The CHI finding is not that Fortnite still tricks children into buying things. It is the asymmetry between the two directions money can travel once a customer has bought in.

Money in · corrected after enforcement

Confirmed, reversible for a day, documented.

  • Hold-to-purchase confirms intent before a charge1
  • An explicit yes-or-no choice to save a card1
  • Cancel Purchase within 24 hours on unused Item Shop items2
  • Three Return Tickets, refilling one a year2
  • Parental PIN and Cabined Accounts for younger players3,4
Value out · unchanged in structure

Licensed, non-cashable, account-bound.

  • V-Bucks “cannot be exchanged for real currency”5
  • Item refunds come back as V-Bucks, not money2,6
  • V-Bucks, passes and real-money packs are outside the return system7
  • Closing or losing the account ends the licence, with no refund unless law requires one5
  • Creator-island purchases are final and die with the island8,9
Epic fixed how money goes in. It retained control over what the money becomes.

Why this is more than how games work. Every licensed game economy is closed to some degree. The CHI question is how the operator uses its control after money is committed. In 2024–2026 Epic used it to reduce what committed money buys four times. CHI reading

02 · Strongest findings, ranked

Eight current findings, in order of weight.

  1. The currency has no cash exit.Terms §10: Credits “are not the same as cash” and “cannot be exchanged for real currency or other items outside the Epic ecosystem”; Epic “may take actions that impact the perceived value of or purchase price for any Credits … at any time”.5Current
  2. Account loss ends everything bought.Terms §14.c: on termination, by Epic or by the customer, “you will lose all rights to all Licensed Products, including games, Credits and other In-Game Content, Epic Account balances”; no refund “unless required by law”.5Current
  3. Same price, fewer V-Bucks.On 19 Mar 2026 every V-Bucks pack shrank by 7–20% at an unchanged price. Epic: “we’re raising prices to help pay the bills.”10Current
  4. Crew cut its grant and deleted the promise. From 6 Jun 2026 renewals, 800 V-Bucks a month instead of 1,000 at the same $11.99. The current Crew terms no longer state a V-Bucks figure.11,12,13Current
  5. Creator-island purchases are final and island-bound.No Cancel Purchase or Return Tickets; items work only in that island; if the island goes, refunds reach back only 20 days.9,14Current · newest
  6. Crew passes became rentals.Since 1 Dec 2024, new subscribers can claim pass rewards only while subscribed. The 2020 rule let a season’s Battle Pass stay after cancelling.15,16Current
  7. The Battle Pass no longer pays a surplus.A completed pass returned 1,500 V-Bucks against a 950–1,000 price; since March 2026 it returns 800 against 800.10,17Current · lower weight
  8. A chargeback still reaches beyond the disputed item. The account stays open, but Epic can take back other recent purchases and set a negative V-Bucks balance; two or more chargebacks block purchases for up to a year.6,18Partially fixed

Not on this list: the FTC’s 2017–2022 allegations about one-press purchases, saved cards, a hidden undo button and account bans after disputes. They are historical and fixed (sections 10 and 11). CHI reading

03 · What happens to my value if I leave?

Leaving is free. Taking the value with you is not possible.

Epic does not charge a customer to leave. The question is what the customer can take with them. Under Epic’s Terms and help pages, the answer for purchased value is almost nothing.

Precise wording. A permanent account-level termination, or a customer’s own account closure, ends the licence to everything bought on that account. A temporary or matchmaking ban does not. “Lose everything” applies only to those first two cases. EU and UK statutory rights survive the Terms where they apply.5,22 CHI reading

04 · V-Bucks economics

The price tags did not move. The packs got smaller.

On 19 March 2026 Epic kept every V-Bucks price point and reduced how many V-Bucks it buys. The announcement was titled “Fortnite V-Bucks Price Increase” and gave a reason: “The cost of running Fortnite has gone up a lot and we’re raising prices to help pay the bills.”10

Until 18 Mar 2026

$22.992,400 · +16.7%
$36.994,500 · +11.1%
$89.9912,500 · +8.0%

The steepest increase landed on the smallest pack, the one occasional buyers and younger players are most likely to choose. The exact-amount top-up Epic launched in October 2025, which lets a player buy only the V-Bucks they need, rose from about $0.50 to $0.99 per 50 V-Bucks.10,23 It was the third increase in under three years, after July and October 2023; at the entry tier a V-Buck costs about 41% more than in 2020.24,25 CHI arithmetic

Paying Epic directly no longer buys a lower price. In 2020 Epic sold 1,000 V-Bucks for $7.99 on its own payment system, against $9.99 through Apple and Google.27 Since May 2025 the benefit is “20% back” as Epic Rewards: store credit that expires after 25 months, is capped at $500, is forfeited when the account closes and is voided on suspension.28

Not established. Whether Item Shop prices in V-Bucks moved in March 2026 is not established, so this page does not say existing balances lost value. The supported statement is that each dollar now buys fewer V-Bucks. Pass prices in V-Bucks were cut at the same time (section 06). CHI reading

05 · Portability

Cosmetics travel between consoles. Nothing travels out of Epic.

Fortnite is generous inside its own walls. Items bought with V-Bucks follow the Epic account to every platform. Value does not leave the account.29,30

06 · Battle Pass and Fortnite Crew

Four reductions in eighteen months. No sticker price rose.

The Battle Pass on its own is an industry-standard seasonal product with a visible price and reward track, and CHI does not treat it as hostile. What changed is the return it pays and the terms on which subscribers hold it.

Until 30 Nov 2024950 → 1,500Price in V-Bucks → V-Bucks back on completion; a completer netted about +55017

From 19 Mar 2026800 → 800Net zero; Bonus Rewards “no longer include V-Bucks”1,10

A completed pass still pays for the next one (“enough to get the next one at no extra cost”).1 The surplus that let regular players fund Item Shop purchases from play is gone. Earned but unclaimed rewards are still granted after the season.32

  • No refund and no proration on cancellation11,35
Same fee. Fewer V-Bucks. A pass that ends with the subscription.

“The Subscription Content will include items that would cost at least as much as the price of the Subscription.”

Fortnite Crew Subscription Terms, current version, read 17 Oct 2026; replaces the December 2024 “1,000 V-Bucks” clause

The rewritten terms measure that floor at Epic’s own list prices for its own virtual goods. They keep a 30-day notice duty for changes to the fee but set none for changes to what the fee buys.11,12 Subscribers from before December 2024 kept the old pass rule while they stay continuously subscribed.15

The other side. The Crew fee has not risen since launch, and in December 2024 Crew began including the OG, LEGO and Music passes at no extra charge, a large expansion. At the smallest pack, 800 V-Bucks now cost what 1,000 did, so the grant’s dollar value is roughly unchanged. Since August 2024, Battle Pass items “may” return to the Shop at least 18 months later, with “no guarantee”, which reduces deadline pressure for future buyers.15,36 CHI reading

07 · In-island purchases

Bought inside a creator’s island, kept only as long as the island lasts.

Since 9 January 2026, creators can sell items for V-Bucks inside their own Fortnite islands: durable items, consumables and paid areas, priced from 50 to 5,000 V-Bucks.8,37 This is the newest part of the economy, and the one the FTC order did not contemplate.

“We are unable to issue returns for in-island purchases in developer-made islands. They are final and cannot be transferred to other islands or experiences, as they only work within the island they were purchased in.”

Creators must stop selling at least 20 days before they unpublish an island, and can issue bulk returns covering up to 20 days.8,38 A durable item bought three weeks or more before an island is removed, by Epic or by its creator, has no refund route in the published terms. CHI reading

Guardrails Epic built

  • Numerical odds shown before any paid random item is bought38
  • Paid random items blocked in six countries and for UK under-18s; a parental toggle elsewhere3,39
  • Creators may not directly prompt minors to buy (“Buy Now!” is not allowed)40
  • Prize-wheel monetisation banned on 20 Jan 2026, 11 days after launch41
  • In the UK and EU, Epic itself is liable for the item’s sub-licence5

What remains with the buyer

  • Every sale final; no Return Tickets or 24-hour cancel2
  • No published obligation to keep a durable item working after sale38
  • In the US, the contract is with the creator, through arbitration5
  • Parental PIN and the under-13 spending cap do not cover V-Bucks already held3

Random items. Epic removed paid random “llamas” from its own modes in January 2019.42 They returned in 2026 through creator islands, with odds disclosure and regional limits. That is lawful where offered and is not a finding of gambling. Within days of launch, one island drew public criticism for randomized bundles up to 4,900 V-Bucks and 100-V-Buck wheel spins, after which Epic banned prize wheels.41 Press

08 · Account termination and forfeiture

One account holds everything. The Terms let Epic close it.

Epic’s Terms allow termination “either on a product-specific basis or for all Licensed Products”, and say Epic may act against all of a customer’s accounts.5

“You will lose all rights to all Licensed Products, including games, Credits and other In-Game Content, Epic Account balances, or other items that you may have earned or purchased.”

Account buying, selling or sharingWhole account“Will result in an account ban”; sharing “may result in … your loss of access to Licensed Products”5,19
Customer closes the accountEverythingThe §14.c loss applies to termination by the customer too5

In practice Epic now keeps cheating sanctions separate from the wider account, and lifted lifetime cheating bans older than a year in April 2025.21 The account-level power remains. The clearest live route to losing every purchase for conduct unrelated to buying is account sharing, forbidden even within a family: “a minor in your care needs a separate Epic Games Account”.5 CHI reading

Appeals. Bans are appealed through Epic’s Sanctions and Appeals portal. Epic publishes no appeal timeline or overturn rate, and declines to say what leads to a permanent ban “so players cannot game our system”.20,43 No dated, corroborated case of a Store library lost after a Fortnite ban was found, so this page does not claim one.

09 · Refunds and chargebacks

One hold to buy. About one discretionary return a year.

Fortnite’s self-service reversal tools are real and better than many free-to-play games. They are also rationed, and they return V-Bucks, not money.2

Outside both routes: V-Bucks packs and real-money bundles, the Battle Pass and other passes, Crew, gifts, quest packs and creator-island purchases.2,7 Real-money purchases fall under the Store policy, which calls virtual currency and in-game items “usually non-refundable”.31 In the EU and UK a 14-day withdrawal right exists, but customers “may be asked to waive” it at purchase.22,31

Chargebacks: the account is safe, the purchases are not isolated

  1. Account accessKeptNo lockout; old chargeback bans “retroactively” restored18
  2. Step 1Disputed items removedThen up to 90 days of other Item Shop purchases if V-Bucks were spent6
  3. Step 2Gifts reversedA gift’s recipient can lose it if the sender disputes the payment6
  4. Step 3Negative balanceCleared “by purchasing V-Bucks to cover the amount owed”6

After two or more chargebacks, the account “will be blocked from making purchases across Epic products for up to one year”, and the cards involved are barred.18 In one reported case in November 2024, a single card theft split across two days produced two chargebacks and the block.43 Press

An open question, not a violation. The FTC order bars Epic from denying “access to or use of” an account “for reasons that include the consumer’s dispute of a Charge”.45 Whether a purchase block or the netting cascade falls inside that wording has not been tested, and no regulator has said so. 10 · The FTC era, 2017–2022

Half a billion dollars to settle two cases. No admission.

On 19 December 2022 the FTC and the Justice Department announced two settlements with Epic. In both, Epic “neither admits nor denies” the allegations.45,46,47

What the FTC alleged

  • One-press purchases, with no further step before a charge50
  • Children buying V-Bucks “simply by pressing buttons with no parental or card holder action”50
  • Cards saved by default; CVV not required until November 201850
  • An undo button made harder to find, and a lifetime cap of three refunds50
  • Accounts locked after card disputes, with paid-for content lost50
  • “More than one million complaints” about unwanted charges50

What the order requires

  • No charge without “Express, Informed Consent”, and no interface that subverts user autonomy (§I)45
  • No denial of account access “for reasons that include the consumer’s dispute of a Charge”, with no fraud exception (§II)45
  • $245 million for refunds (§III)45
  • A 20-year term from March 202345

Precise wording. These are allegations resolved by settlement, not findings. Epic said it accepted the agreement “because we want Epic to be at the forefront of consumer protection” and that the practices described “are not how Fortnite operates”.1 The FTC has not said Epic fixed them; this page’s assessment of the fixes is CHI’s, based on Epic’s current documentation. The only adjudicated finding is Dutch

In May 2024 the Netherlands Authority for Consumers and Markets fined Epic €1,125,000 for “Buy now” and “Get it now” prompts aimed at children and for countdown timers that did not mean what they said. The Rotterdam District Court upheld the decision “on all points” on 14 January 2026. Epic had already removed Item Shop countdown timers worldwide in 2024.51,52,53 Regulator · court A Dutch foundation gave Epic notice of a collective claim of more than €100 million in September 2026; that is a claim, not a finding.54 Allegation

  • Prize wheels banned in creator islands (2026).41

Partly fixed. The chargeback regime still removes more than the disputed item and can block purchases for a year (section 09). Return Tickets are rationed. Cabined Accounts, a parental PIN, a $100 daily cap for under-13s and time limits are real, but Epic states that the PIN and cap do not apply to console payments or to purchases made with V-Bucks.3 CHI reading

Final CHI assessment · Supports

Epic fixed the checkout. It never opened the exit.

Epic’s historical problem was real: the FTC alleged one-press purchases, children charging saved cards and accounts locked after disputes, and Epic paid $245 million in refunds to settle without admitting them. Those practices have been corrected, and this assessment credits the corrections in full.

What did not change is what money becomes once it is inside. V-Bucks are a licence with no cash exit, refunds return V-Bucks, and closing or losing the account ends the licence to everything bought on it. Between December 2024 and June 2026 Epic reduced what committed money buys four times, the last by cutting the Crew grant and deleting its figure from the contract. Since January 2026, purchases inside creator islands are final and last only as long as the island.

Epic’s reversal practice when it changes an item, its cross-platform cosmetics and a subscription fee unchanged since 2020 keep the conclusion below Strongly Supports. No numerical CHI, CVI or CFS score has been assigned.

Limits carried onto this page. CHI did not hold a Fortnite account, so purchase, refund and ban flows were not observed first-hand. Several Epic help-centre pages were read through a text-extraction tool rather than in a browser, and their wording should be re-verified before any quotation is reused. The Internet Archive was unavailable, so earlier versions of help pages could not be compared. Whether Item Shop prices in V-Bucks moved in March 2026, whether Cabined Accounts can buy inside creator islands, and whether the FTC has sent a third refund round are not established.

Status. Epic pages read up to 17 October 2026; research frozen the same day. The full research dossier is CHI’s controlling source for this page. No numerical CHI, CVI or CFS score has been assigned; scoring is reserved for a later calibration stage.

Economies where the money goes in and the value stays inside.

Epic is assessed on what Fortnite customers can keep, move and recover, not on video games themselves. Roblox is the closest comparison.
